Welcome to the City of Encinitas Planning and Building Department. Our department provides a broad range of services and programs to promote and enhance the well being of residents, visitors, property owners, and businesses of the City of Encinitas. A main objective of the Department is to balance community growth with the quality of life, environment, and economic stability of Encinitas.
Within the Planning and Building Department are the divisions of Customer Service, Current Planning, Advanced Planning and Housing, Code Enforcement, and Building Services. Our department also provides staff support to the Planning Commission, whose members are appointed by the City Council to review land use matters.

Patrick Murphy - Biography
Patrick Murphy currently serves as the Planning and Building Director for the City of Encinitas. He received a Bachelor’s degree in Urban Planning from Cal Poly, Pomona. He has been working for local jurisdictions since 1979 and has over 20 years serving as the Planning and Building Director. Murphy served as the first Planning and Building Director for two newly incorporated cities (Big Bear Lake and Encinitas). He was instrumental in developing their first General Plan, Zoning Code, and department organization and operating procedures.
