PRESS RELEASE - Ordinance on Establishing a By-District Election Process Approved by City Council

ENCINITAS, CA - At its meeting of November 15, 2017, the Encinitas City Council approved Ordinance 2017-15 titled, “An Ordinance of the City of Encinitas, California, Establishing a By-District Election Process in Four Council Districts Pursuant to California Elections Code § 10010 and California Government Code §§ 3487 (c) and 34886.

This ordinance changes how members of the City Council are elected.  Up to this point, members of the City Council have been elected by the voters of the City as a whole.  In the future, Council members will be required to live in the district they represent and will be elected only by the voters of that district. In 2012, the voters of Encinitas approved the direct election of the Mayor by the citizens of the entire City. This direct election of the Mayor by the entire City will remain and does not change as a result of Council district elections prescribed by this ordinance.

The ordinance further adopts a districts boundary map and sequence of elections as prescribed by the California Elections Code. The district boundaries are as proposed in “Citizen Map 16” that was selected at the Council meeting of November 8, 2017. The first district elections will occur in November of 2018 in Districts 3 and 4, and the second district elections will occur in November of 2020 in Districts 1 and 2. The election of 2020 would complete the transition to electing Council Members on a by-district basis.
